A former Lancaster city employee was indicted on charges of theft by a Garrard County Grand Jury earlier this month.

Jennifer Napier, of 102 Miles Drive in Lancaster, was indicted on Nov. 18 for theft by failure to make required disposition of property valued at $10,000 or more.

According to the indictment, she “obtained money” as part of her employment with the city of Lancaster. It states that she “dealt with that money as her own without making the required disposition.”

Napier was accused of taking deposits and payments from the water department and was allegedly caught on city-owned surveillance camera doing so, according to an August story from LEX18.

Records state that an undercover informant gave Napier two marked $100 bills that were allegedly not deposited. She admitted to taking the bills.

According to 2014 archives of The Advocate-Messenger, Napier was employed as a utility clerk when former Mayor Brenda Powers was in office. Napier’s testimony was considered during the court proceedings involving Powers and the city of Lancaster, after Powers was removed by the council from office.

Napier is scheduled to return to court at 10:30 a.m. on Dec. 2.
