Questions Junction trash set-up

All this talk about Junction City paying higher prices for water leads me to this question. If I live in Junction, have a mailing address of Danville and pay my water/sewer to the city of Danville, then why do I have to haul my own trash or pay someone to pick it up? Why is that not offered as part of my water bill like citizens in the city limits of Danville?
